- Provides technical and administrative support to local emergency medical services agencies.
- Investigates and develops recommendations dealing with problems affecting the EMS system.
- Administers training programs and services for EMS agencies.
- Coordinates with medical control and for County wide quality assurance projects.
- Administers EMS Mutual Aid plan.
- Serves as information resource to governmental and local agencies (including hospitals and ambulance services) regarding EMS.
- Agency representative for State and Regional EMS Councils and County EMS Advisory Board.
- Administers County supported Critical Incident Stress Management Program.
- Responds to major incidents including severe trauma, MCI and Hazardous Materials incidents.

The Office of Emergency Services Division of EMS assists in the coordination and training of pre-hospital emergency care in Clinton County.
Responsible for staffing the EMS desk at the county Emergency Operations Center (EOC).
Emergency Medical Service - Mutual Aid Plan
The Office of Emergency Services Division of EMS in conjunction with the EMS agencies within the County and the Clinton County EMS Advisory Board as appointed by the Clinton County Legislature, maintains the Clinton County Emergency Medical Services Mutual Aid Plan. The purpose of this plan is multifold and includes
- Establishing a relationship between all EMS providers based or certified within Clinton County when operational needs dictate agencies working together.
- Establishes a relationship between all EMS providers based or certified within Clinton County and the Clinton County OES Emergency Dispatch Center (Clinton County Dispatch) for dispatching and coordination of resources.
- Fosters the sharing of resources both equipment and human.
- Outlines details of the system developed for Mass Casualty response.

All agencies are in need of assistance with all types of positions including Advanced EMT, Basic EMT Certified First Responder and Driver/Attendant.
